SCOUTS AND GUIDES ACT - 1969 (NLCD 399)

(1) The organisation which on the 16th day of December, 1960 took the name of the Ghana Boy Scouts Association shall be the sole Boy Scouts Association in Ghana, and shall, as from the commencement of this Decree, be incorporated as a body with perpetual succession and a common seal and power to hold land.
(2) The objects of the Association shall be-
(a) to encourage loyalty, thoughtfulness to others and good citizenship among boys and to help to develop their character;
(b) to train boys in habits of observation, obedience and self-reliance;
(c) to teach boys services useful to others and handicrafts useful to themselves;
(d) to promote the physical, mental and spiritual development of boys;
(e) to encourage international goodwill and understanding by establishing friendly contact with boys of other nations.

(1) The organisation which on the 13th day of February, 1960, took the name of the Ghana Girl Guides Association (Incorporated) shall be the sole Girl Guides Association in Ghana, and shall, as from the commencement of this Decree, be known as the Ghana Girl Guides Association and be incorporated as a body with perpetual succession and a common seal and power to hold land.
(2) The objects of the Association shall be-
(a) to encourage loyalty, thoughtfulness to others and good citizenship among girls and to help to develop their character;
(b) to train girls in habits of courtesy, obedience and service to others;
(c) to develop in girls an interest in homecraft, health, social service, love of nature and traditional arts and customs;
(d) to promote the physical, mental and spiritual development of girls;
(e) to encourage international goodwill and understanding by establishing friendly contact with girls of other nations.

No person shall publicly wear, carry or bear any uniform, badge, token or emblem adopted for use under any bye-law, rule or order of either Association unless he is entitled to do so by any such bye-law, rule or order.

No member of either Association, unless otherwise lawfully entitled to do so, shall claim or pretend to be or to act as, or to have the authority or power of, any member of the police force or of the armed forces or any agent or officer of the Government.

No member of either Association shall attempt, by virtue of wearing any uniform, badge, token or emblem of either Association or appearing to be such, to enforce or exercise authority otherwise than in accordance with and as authorised by the bye-laws, rules or orders of either Association.

No person shall in any way be concerned in forming, organising or working in connection with any corps or body whose management or members, without authority granted by either Association, claim or purport to be or hold themselves out as Boy Scouts or Girl Guides or otherwise to be connected with either Association.

If in any proceedings under this Decree the question is in issue as to whether a person is or is not a Boy Scout or Girl Guide, the burden of proving that such person is a Boy Scout or Girl Guide shall lie on the party contending the same, and, if such proof is not shown to the satisfaction of the Court, that person shall be deemed not to be a Boy Scout or Girl Guide.

Any person contravening any of the provisions of this Decree shall be guilty of an offence, and liable on conviction to a fine not exceeding fifty new cedis or to imprisonment not exceeding three months, or to both.
