Section - 10 - Penalty for Ommission to Make Return

If no return is made as to any newspaper within the period referred to in section 9 of this Act, then each printer and publisher of the newspaper shall be liable to a fine of twenty-five pounds and in addition shall be ordered to make a return within a specified time.
